This is a 12 inch Dragon action figureI am not sure what he is but he's wearing military style pants, shirt and "lemon squeezer" hat similar to WWI and some soldiers from WWII and drill instructorsHis boots look more like a park ranger or CCC camp officer complete with rubbersI can't find this fellow listed in Dragon, 21st Century toys or Soldier's story- yet here he is. Here's a close up of the hat;He does have a neck number "188"
