You are looking at a large blue cloisonne vase. I bought this at a flea market in Japan but I don't think it is Japanese cloisonne. It is very beautiful and measures 10.5 inches tall. Cloisonne is a decorative enamel technique that the Chinese began to develop during the 8th Century. Cloisonne is made by applying a colored paste comprised of powdered glass within copper wire. The object is then fired at a high enough temperature to fuse the enamel.
