東竜齊 法橋清重 "Touryusai Houkyou Kiyotoshi". This mark comes from a "menuki", decorative ornaments that are found in the binding of a sword and used to help with grip. It was designed by Kiyotoshi, who worked as a "soukenkinkou" in the Nara line of the Tanakatouryuusai house. Soukenkinkou is the Japanese name for the makers of the accessories for bladed weapons.
